"Go to URL" does not work correctly

Steps to reproduce:
upload an image, select your image from the browser

1) Select "Go to URL"
2) Enter a URL (the URL I entered was for my own site, I tried the fully-qualified and the relative URL)
2) under "Insert Mode" select either "Filter Tag" or "HTML code", select Insert

now verify that for filtered mode, the URL is *not* inserted (it looks like "http://"). When I try and enter it manually, it treats the filter code as text and does not render it.

For "HTML code", no matter what URL I put in, it always inserts "/".

My current workaround for this is to select HTML code insert mode, and manually enter the URL. This works as expected.

Hope this gets fixed! LOVE the improvements in the 4.7 version, great job!!
