Job module has implicit dependancy on resume

The current logic for posting an application requires someone to have a resume posted in order to apply for a job, even if the resume module has not been enabled.

The function job_apply should be changed to allow for applications without resumes, although it might be necessary to add a hook that will allow the resume module to add its own validation check once enabled.
