What about just a plane translation of taxonomy terms?

Issue Summary

I think this implementation (the "translation" module) is somehow hard to work with. What about providing a way to translate taxonomy terms by the "locale" module?
With the current implementation, suppose I have two taxonomy terms "Amici" (it) and "Friends" (en), and they are translation equivalents. Currently they are considered two completely different terms, i.e. that there is no trivial way to see all nodes concerning "Amici" and "Friends" in a single listing.

Hence, I would like to have the possibility of translating vocabulary terms with the locale module, just as if they were part of the interface text; in this way "Amici" would just be a translation of the string "Friends", and all friend-related content would be posted in the same vocabulary term. The content language filter included in i18n would then provide the listing according to the site language policy.
