Forward module can not send comments

To see this:

1. Go to /admin/settings/forward and activate Show Forward on comments option
2. Go to any node which has comments and to click on Forward this comment link
3. For a page with a link to the comment like 'node/13648&cid=15125' it will open the forwarding page with URL like 'forward?path=node/13648%26cid%3D15125'. And, of course, it does not forward anything, but goes to Not found page.
