drupal_goto in plugin_manager_reload() is nasty

I would like not to see drupal_goto with fixed destination at the end of plugin_manager_reload() in order to integrate plugin_manager into a new profile with plugin installation. Could split the core instructions into an inner function or use other means for redirection as to make it optional?

I'm quite new to Drupal, don't know what the best option would be
