Currently, admin/settings/image doesn't work. With recent changes to HEAD, it probably simply fell behind. Since I am trying to update Acidfree to be based on the Image and Video modules for 4.8, I need to make sure Image is working in HEAD. So here is a patch.

It simply fixes image.module's setting function to look more like the system.module settings functions.
