I am using Firefox 3.6.4 with Drupal 7.0-alpha5 and BUEditor 7.x-1.0-alpha1.
I have not tested against Drupal 7.0-dev latest code using a new overlay, though.
However I need to change a bit the report since now I tested various conditions:
The toolbar won't display for the body field (using Article content type) in any theme (Seven, Garland, custom theme, overlay).
But the toolbar is displayed over the comment body field in Garland and custom theme.
Shall I test with the latest Drupal 7.0-dev?

It might be a conflict with another module.

Anonymous (not verified) commentedI can confirm this issue, including the toolbar being displayed properly with the comment body field. I tried the latest FF, IE and Chrome, with Garland and Corrola theme - does not work.

ufku commentedTry disabling CSS sprites under your editor's path settings.
