Get Transliteration into core

Especially in corporate environment clients keep uploading their .doc, .xls, .ppt .pdf and whatever files with the craziest filenames. Spaces are even the most friendly, you will encounter most every special char you imagine.

So for being business ready, Transliteration does a great job in sanitizing filenames. So how about considering it core-worthy and discussing what would be needed to do this, or what would have to be removed to get it slim.
