The project page is currently stating:

This module allows site administrators to easily collapse several similar (synonymous) terms into one super-term, as to avoid duplicate terms (for both ny and New York, say). This will likely be in core of Drupal 7.

This is not correct. D7 not even does not have synonym collapsing in core, support for synonyms has been dropped from D7 taxonomy.module. So please update the project page.

PS: I believe that synonym collapsing is a crucial feature of Drupal core's taxonony. I personally think that the descision to drop support for synonyms from D7 core is as wrong as it has been to offer a faked synonym functionality that was never used anywhere in Drupal core (D4/D5/D6). I'd love if somewone would help getting synonyms back into Drupal with a contrib module for D7, and to support a feature request to re-integrate synonyms and synonym collapsing into D8 taxonomy.module, and by making this module usable for D6 again...

Thanks for the pointer and for your contribution to the 'synonyms' module; the current project description sounds like a full replacement for the 'Synonym collapsing' module...!
