After I installed the Category Module and setup the relevant containers and categories, I tried to create stories. I realize the input interface for creating a story after installation of category module is not as good as when only the taxonomy module installed.
When a user create a story using taxonomy module, the categories form is opened after the title and the user can see the list of terms. However, when a user create a story using category module, the categories form is not only closed (you need to click it, before it is opened), but also listed at the bottom. A user can easily overlook the category section before he/she submit the story.

Check the 'Required' option
Check the 'Required' option in the container's settings. This will force users to tag their stories with a category.
I think the original request
I think the original request was how do you re-order the blocks on the create page, I'm after this information too! I'd like Category to be at the top and expanded and I'd also like to be able to make the location block open as otherwise people just don't see them.
Yes. I only suggested a
Yes. I only suggested a shortcut for ensuring that users tag their posts with categories.
Required option doesn't help
I chose the required option, but users could still ingore it before they submit their posts because the system would simplely pick up the first term in the category list automatically.
I think this interface issue really need to be addressed. Otherwise, the great feature of Category module will not be very useful.

yes me to
I would like some guidance on this also, if anyone can add to this it would be much appreciated.
Not haveing the categories at the top and expanded is bad, and confusing and annoying for users when they get the error message for not doing something they never new they had to.

Field expanded
Thanks. It worked. But it's better to have a setting function to let webmasters choose whether a field should be expanded or not. So is the sequence of fields.
