Hi there, is there a readme for this module?

What will it allow me to do exactly?

I thought that it would allow me to manage my google apps from within Drupal, but I am not sure.

any advice would be greatly appreciated.

It does, but the provisioning api hasn't been fully implemented yet. A whole bunch of new code was committed today, so take a look at that. It's an API module which means you will probably need to call the functions from your own modules, though there is a fledging drupalgapps_ui module included with it.
