apply the patch, and create a new file called i18n.info with the following content:

upgrade the base api from 4.7 to 5.0.
Other things might still be broken and need updating but I don't know this module well enough, so I can't tell.

Yes, it doesn't apply and the patch has a number of problems.

However, I've committed most of it to i18n-HEAD so we have the basics working with Drupal 5.
