Date without time should not get adjusted to timezones

When an ISO date is created for which no time was selected, it should create an ISO date of YYYY-MM-DDT00:00:00 but is sometimes filling out the hour value with the timezone difference. So it appears dates without time are getting adjusted for the timezone, and dates without time probably should not get any timezone adjustment no matter what timezone defaults are chosen. Need to clarify this and fix code to get this behavior.
