Event should depend on location. I understand why location is it's own independent module. But event should depend on location and presume it exists. That way, lists and calendars of events, like most calendar programs, can show the location as well. While you can certain have data that has a location but no time, it is extremely rare -- just improbable -- to have data with a time but no location. Events should always have locations!

International talk like a pirate day is an event that didn't have a location.
Conversely, I set up a site for a bar that used events to schedule the bands and gigs. Location was always on the premises, and 'location' was totally redundant.
While your requirements may differ from other folks, I don't think your limitations should be extended to apply to them. If the two modules currently co-exist indepenantly, that's a good thing. Binding them unneccesarily would be retrogressive. What would it achive?
