How in the world does one utilize this module?

Where in the world is the documentation?

Can somebody please show me an example of what kind of php code I need to add to make this work? The capabilities of this module are HUGE.

Other modules would likely use this API. See the included url_alter.api.php for examples on what kinds of PHP code would be happening.
