Provide interface for "local segmentation"

This patch provides a hook_user_operations implementation that allows administrators to add/remove Drupal users to/from VerticalResponse mailing lists using the form at /admin/user/user or the views bulk operations module. The patch partially relies on #849610: Push local data to VerticalResponse without launching campaign. (not required) to push locally mapped data to VerticalResponse.
