I just looked through your code and saw that a lot of it could be alleviated by a dependency on Date API.
Especially all the localization stuff. In terms of collaboration I think it would be good to rely on Date API.
I might be able to cook up a patch, but only in case that's actually something the maintainers would welcome.

I think your Clock module is already doing very well. Can we talk a bit about Worldclock/Clock differences and similarities in order to avoid feature/module duplication?
