Add Decision settings to settings/content types - default settings

Description

One of the reasons for splitting the decision modes to different content types was the possibility to have individual content type setting. Let's make use of this possibility as much as possible. As I see it it's a way of setting your own prefered default settings, which makes the creation of new content much more streamlined.

All settings that are in the decision setting's fieldset could benefit from this (Maximum Choices, Decision Status, Decision duration(?), Set the eligible voters upon creation). Say that you 9 times of 10 creates a Decision - poll with maximum 3 choices, running for 1 week and only eligible voters are allowed to vote - it could get quite tiredsome to always change those settings.

I have seen modules adding content type settings to all content types, but I haven't seen it done for only some of the content types (in our case poll and ranking), but I'm shure it can be done.

With this proposed feature the "Use electoral list by default" setting in settings/decisions would be removed.

A correction: The question mark should be after "Decision Status" and not "Decision duration". I don't know if it makes sense to have "closed" as a default setting when you create new decisions.

We'll be dropping this approach: people should be able to create new content types anyways. See #532758: 2.0 - refactor algorithms into modules and #92145: 2.0 - allow decisions to be attached to other node types.
