Controlled field to appear beneath Allowed Value of Controlling Field?

Issue Summary

I have been searching the issues, but I'm not sure if I'm using the proper vocabulary to search for answer, so I apologize if this is a duplicate question/issue.

I am looking for the following functionality:

I would like a controlled field to appear directly beneath the selected Allowed Value of the Controlling Field.

In my case, I have a facility field. When someone selects a facility, I would like the departments associated with that facility to appear directly below that chosen facility, instead of beneath all of the available facilities. (The reason for this is that someone could select multiple departments in multiple facilities, and I think it would confuse the person to have multiple facility-specific department fields appear below all of the facilities instead of beneath the pertinent facility). In this case, I would have to create a field for each facility specific list of departments, which is more complicated than i would like, but doable.

Ideally, I would like to have a hierarchy of 'Allowed Values' for one field, and have the children values appear when the parent value is clicked, but it doesn't appear that that is possible.

Is any of this possible with Conditional Fields? If not, can anyone point me in the right direction? Also, I think this would be a wonderful option if it doesn't exist.
