I still think it's awkward when settings are not the same on the create/edit pages. Couldn't it even be a functionality at this stage (when there isn't any UI for adding/removing users in an electoral list, see http://drupal.org/node/48390) to reset the eligible voters? For clarity it could be rephrased on the edit page to something like "Reset the eligible voters upon creation".

ChrisKennedy commentedHere is my current thinking for "eligible voters", which will probably take several weeks, if not months, to fully implement.
1. Create a separate tab to list all eligible voters ("electoral list" or something similar).
2. Change the "eligible voters" option to something like "restrict voting to electoral list" and show it on the edit page.
3. Allow manual additions/deletions to the electoral list on the tab.
4. Provide an option to add/delete eligible voters by role.
5. Have a "clear electoral list" button.
6. Ability to add users who belong to a certain organic group.
7. Ability to authorize anonymous voters via a unique key and associate with a name and email address too.
8. Ability to send reminder emails to those who are eligible but haven't yet voted - both manually and X hours before the vote ends.

In making these edits I also learned that the electoral list creation had been broken for a while, so I fixed that typo too.
