Efforts are underway to pull some existing Skinr skins into modules. See #886030: Pull Skinr styles into skin sets and #855602: Allowing modules to contains skins. Potential opportunity for collaboration. Does it make sense to merge a subset of Fusion and AT styles into a module?

I think in some cases yes, in others no. I very much doubt the grid classes that AT has will fit with what another theme would need, but for many other things it could make a lot of sense. I really need to look more at Skinr 2.x and see where we can take this - I'm kind of in "wait and see" mode at the moment regarding the 2.x release so I'd really like to just wait and see what plays out with regards to the final feature set. I probably need to get more involved in the development of it but atm Drupal 7 core, Bartik and Seven are consuming a lot of my free time ;)

Still waiting for Skinr, however I did rip everything Skinr out, but when its stable again, he he, I'll be going hard!

Core support for Skinr has all but been deprecated, although of course you are free to use Skinr if you want to develop skins for your styled site, clients etc, however the theme no longer ships with any skins by default etc.

With create.js and aloha editor going into d8, panoply's panel "magic" surely there should be a non ui to apply adaptivetheme theme elements to blocks, panels, panes wtc
