I have no idea on why that happens, but I can confirm that I'm seeing this behavior also. Accessing g.d.o while logged out I can view pages. But login to drupal.org and I'm locked out of g.d.o with the redirect loop message. If it's relevant, I think my account on g.d.o may be broken or non-existent. Logging out of drupal.org and refreshing a g.d.o page results in double serving of error messages about my account having problems.
I'm having trouble as well. It's probably been a few months since I used my g.d.o account, but I get "redirect loop" errors on Chrome, and IE8 just sits there like a stunned puppy. Clearing cookies doesn't work. It's also failing on my BlackBerry with a similar error message. It's a bit unclear whom to contact about login problems.

Your user account on groups.drupal.org appears to have problems. Would you like to try to repair it yourself?
Otherwise you can contact the site administrators by submitting a Groups.drupal.org Issue. Note: be sure to include a link to the user accounts you wish to keep on both drupal.org and groups.drupal.org!

I did notice that upon updating my profile information on this shiny new drupal.org site I got a message that looked like this:

* Account not found on groups.drupal.org.

That is interesting. My d.o account does, as you can see, start with a capital letter. I don't think I would have created by g.d.o account with all lowercase, but I suppose it's possible.
As a diagnostic, when I save my profile on d.o, I see this line: Account not found on groups.drupal.org
This suggests that there is, indeed, something wrong with sync.

I found a queue
I am really not sure why my previous searches didn't show me this, but from looking at this queue http://drupal.org/project/issues/groupsdrupalorg it looks like a related problem might be a per-user sync issue where the fix is initiated by a maintainer. Like this user http://drupal.org/node/942578
