It is said not before Nov 1st to allow module developers time. However that is not a release date, that is a not before release date. At this time we do not have a beta release yet. It is still alpha.
So what can you do?
Test test test.
Provide accurate valid feedback on issue's/error's etc.
Test upgrading a test site.
Test installing it
Test it on MySQL 4/5
Test it on php 4/5
Check the Issue queue for things you can test.
Check to see if you can help contrib module maintainers with testing and updating the contrib modules you use.
Things you can do while waiting not involving coding. Write documentation while you are waiting for your favorite contrib module.
The date it will be released is 'When it's ready'. See the front page of drupal.org for details. :)
I draw your attention to the big Contribute tab. Click on it and then click the testing link where you will find a lot of how to resources for testing. You will find on the bottom a link to setting up a test environment. Should keep you suitably entertained.
will the upgrade from 4.7.x to 5.0 be allowed?
will it be smooth?
will there be a transition period where we have to wait for the modules to follow shortly after .. i.e will the modules be ready immediately. : i know this is not a question for the drupal core team but think of it like .. cvs statistics show that 50% of the modules are 25% of the way to drupal 5.0 .. i m willing to accept that kind of answer (for now)
where is the expected feature list for 5.0? will it for example allow a role (administrators/moderator/etc) to see one block but not another role (anonymous or users)? without any php coding i mean.

No release Schedule
At least no strict one.
It will be released when it's ready..
There aren't too many critical bugs left, when they are cleared a RC will be released.
I've no doubt it will be worth the wait!
