is it ok to setup Quiz 6x4.0 rc9 for the production site now?
when will be the final release date?

Yes, you should be okay. If there aren't found any serious bugs in a release candidate that release will be converted into the final release.

Quiz 4 is more stable than quiz 3.

One bug I think when I import the questionniaries from old Quiz then the questions serilaity (1,2,3...) is not maintaining in the new Quiz even though I have organized it by mouse dragging. Dont know why?

Another question, Can I disable or relocate the Quiz small description portion(when we start Quiz at that time there is small box coming written summary about Quiz) to somewhere in the page?

you could use string_overrides module. that is what I used to do that.
