Issue Summary

An administrator logs into Drupal and sets a preference for automatically applying autoassignrole rules when a users account is created. This preference should be record and remembered.

This patch kicks off d7 dev so touches more code than necessary to complete the use case ... Mostly looking to see if the testbot picks this up.
