After upgrading from Drupal 6 and adding a new vocabulary, there's no way to link the new vocabulary to existing content types (no option appears in either Structure -> Taxonomy or Structure -> Content Types).

I created a new content type but nothing shows up as well.

You need to create a new field for that content type. It's going to be a "taxonomy term reference." When you get to the settings for that new field, you will choose a vocabulary. Reuse this field on other content types rather than creating new fields for each content type. Please mark the issue "closed" if this advice gets you over this problem.
