It's desirable (at least in my use case) to notify other modules when a feed item is encountered but not changed. Specifically when an item hash matches what's in the feeds_node_item table.

I have attached a patch to accomplish this (and potentially do the same for feeds_term_item if similar logic is used there ever) but am certainly up for discussing this further.
