Apply fee by package quantity

Hey there,

I was wondering if you would consider including an option for applying a fee by package quantity..

The fix is extremely easy, basically all that needs to be done is for the uc_fee_action_apply_fee function to load the node of every product and look for the pkg_qty attribute, if required.. And an admin setting that would control this..

I could create a patch if you're interested?
