This module has been officially merged with User comment module. See #174394: Ability for users to set per-node settings for comments?.
This is a quick little module that adds a new permission 'administer comments for own content' that allows users to enable or disable comments for their own content. The only alternative is to give users the 'administer comments' permission, which gives users a lot of power on your site. So if you run a site with multi-user blogging, this module could be handy for you!
