Discursive will eventually be hosted here, on Drupal.org. Some components are still missing from Drupal.org's package manager to properly build Discursive here. For further details: Install Profile Packaging.
For now, you will need to check out the code on the 7.x-1.x branch via git, run the rebuild script (which requires drush and drush make) and move discursive into the /profiles/ directory of a fresh Drupal 7 installation.
