This module is hosted at github.com/mooffie/flag_clear. All the documentation you need is on that page.
(The reason this module isn't stored here at Drupal.Org is because I'm not working with CVS: most of the time I'm offline so I can't commit my work to Drupal.Org's server. This is a known bug in Drupal.Org that is about to be fixed.)
