Panelator allows you to bring your entire site under the control of Panels.

Panelator can automatically render every page on the site through panels, giving simple drag-drop management of blocks and all the usual features that come with using panels.

I wrote this for a project a few years ago and don't really have any plans to go back to this…it's interesting as a how-do-you-integrate-with-panels example but isn't going to be actively maintained. If you'd like to take over maintainership, please raise a ticket in the issue queue.
