Role Change Notify

Send an email to a user when a new role is added to their account. The message is configurable with a number of tokens.
People have asked for this feature periodically. Development was sponsored by sparkleshelf.com.
Known Issues:
- Role Delegation in (5.x-1.1 and 6.x-1.0) did not support the drupal API call required by role_change_notify, so will not trigger notifications. Patches to that module are available, though. See #341126: Does not work with Role Delegation. The patches have been committed in the latest releases, 5.x-1.2 and 6.x-1.1, so Role Delegation should now work.
- Apply for role has the same problem, and a patch has been committed for it: #351916: Module should not directly manipulate users_roles table and is currently in the 6.x development snapshot.
Translations
The Drupal 6 version now has a German translation, thanks to vwegert.
