Role Change Notify

#D7CX: I pledge that Role Change Notify will have a full Drupal 7 release on the day that Drupal 7 is released.
Send an email to a user when a new role is added to their account. The message is configurable with a number of tokens.
People have asked for this feature periodically. Original development was sponsored by sparkleshelf.com.
The 6.x-2.x version now has support for the token module and for profile tokens. However, when you upgrade to 2.x you will have to revise your user email, as the token format has changed.
Translations
The Drupal 6 version now has a German translation, thanks to vwegert.
