Ubercart securepay.com.au Payment Gateway

This is a payment gateway for the securepay.com.au gateway (Note: this module will NOT work with the securepay.com gateway as it is an Australian ONLY gateway)
It supports the securepay XML API - so you need an account setup with this enabled.
The dev version of this module is functionally complete for normal payments, it also includes support for the new uc_recurring payments 2.x. Since uc_recurring is undergoing some development this part my change.
