The module call the function ip_language_negotiation_is_enabled() inside the hook ip_language_negotiation_form_system_performance_settings_alter, but that function doesn't exists.
It create a fatal error in the config performance page

It seems that the issue is not solved on the 7.x-1.3 release.
Still have the same error message when I try to go the performance page (admin/config/development/performance)

I was mistaken. This is fixed in dev AFTER the 7.x-1.3 release.
The next release will include this fix.
