Problem/Motivation

The commit of #3280589: Deprecate Composer Vendor Cleanup Scripts broke the HEAD of 10.0.x-dev and 10.1.x-dev.
I'm unsure why this isn't making the HEAD of 9.5.x-dev fail, nor why the tests on the mentioned issue came back green, locally they fail.
Anyway, these patches should be applied to all three branches.

Committed/pushed to 10.1.x, 10.0.x, 9.5.x - mea culpa from needs review but given it's the lock file + test changes to get HEAD unbroken making an exception.
