is there a way to set up drupal that I receive a notice via email whenever there is a new drupal core/module update?

Yes
That's the default behavior of the Update Status module, which is part of core. Unless you turn it off or reconfigure it, the modules will be checked daily and the site administrator will get email notices.

You can check whether you're signed up for the emails by going to reports -> updates -> settings.
Ensure your email address is in the field shown, and that the settings (daily/weekly, all/just security updates) are selected as you wish.
