The output buffer should be cleaned in case it's needed for the sitemap.xsl output in case a contrib module closes a php tag and creates some spaces in start of the document, like it is done for sitemap.xml.

We don't baby sit broken code. This is a problem that needs to be fixed in the incorrect PHP script as it also causes problems with other things besides XML sitemap.
