This rule in Bartik:

.fieldset-wrapper {
    margin-top: 25px;
}

needs to be overridden to 0 when the fieldset is a vertical tab. This causes too much space at the top of the vertical tab.

This has been fixed for the node form, but the fix is incorrect:

.node-form .fieldset-wrapper {
    margin-top: 0;
}

-- all vertical tabs should get the fix, not just a single form.

Tested this patch in IE 6,7,8, FF 3.6, Chrome, Opera by setting the default admin theme to bartik and visiting a block configuration page and everything looks good.

Attached screenshots are from FF 3.6 and it looks the same in every other browser.
