Currently all the debug-related watchdog() calls fails to define the debug-status - instead they are logged as notices, which is wrong.

They also fail to provide arguments in the correct way - including them unescaped directly in the watchdog() message when they should be escaped variables instead.

I'm attaching a patch that solves this.
