Currently the property info does not tell one whether a property is translatable or not. We could just add a 'translatable' key to the property info like it exists for fields/entities.

attached patch implements that + adds test coverage. Please review.

I had dome troubles with the static cache of field_language() (see patch), I guess the caching makes much sense when viewing an entity, but is a bit weird else as it doesn't get cleared.
