To keep track of different devel versions I'm including a changelog file. This way, when submitting a bug report for a 1.x-dev release, still we have track of what devel status the module has.

The patch just put the $Id$ CVS keywork (useless when we get Git, but still in use) and makes sure all files have a phpdoc @file header.

There is no code here, so I'll wait a little for someone to review, and commit as is in the following hours if there are no complains.
