Add mailbox validate function.

Now that the mailboxes CRUD operations are in the mailhandler.module, all module functions must make use of them.

As there is a function to save a mailbox, now we require a way to validate it before saving.

This is a subtask of: #1041940: Decouple mailbox direct database access from other files than .module.
