It would be handy to have a drush make file for ctools dependency.

Whats the status of this at this point? I saw in the token issue queue that you're talking about parsing the info files instead now?

Looks like just projects[ctools] = 1 added to the .info file.

I've decided to won't fix this. Honestly 98% of D7 sites are going to end up with CTools anyways (since Views for D7 depends on it) and while I can see some use cases where this would be handy I just don't think its a big deal. Sorry.
