Non-parameter variables & argument order

When defining and invoking a Rules component from code, non-parameter variables must be appended to the end of the $variables array, otherwise the order of passed arguments on execution will not match. This patch adds an offset counter for non-parameter variables to track them. Now non-parameter variables can live at any position in $variables.
