Unfortunately I had to include Archive_Tar, a third party piece of code, in with CAS 6.x-3.x tests to be able to extract phpCAS.

I think the better way to handle this would be to upload it as a file on drupal.org, and download as needed.

I've attached system.tar.inc from Drupal 7.0, with the following differences:
* Replace all drupal_mkdir with mkdir.
* Replace all drupal_unlink with unlink.
