Avoid 403 Access Denied errors when visiting 'cas' [#1120142]

We should avoid 403 access denied errors when visiting 'cas'.

This can be accomplished by a method similar to user.module (and the 'user/login') path.

There's no direct analog for D6, but I think we can work it into hook_init().
