Not a bug; we probably don't want users to be able to enter HTML, though perhaps we could use input formats here.

Bumping to 7.x for consideration as a feature.

I don't really see how we can safely allow HTML in order comments, nor why it would actually be needed. Order comments are designed to be short simple plaintext strings only.

OK but what is to be used for communicating not so short and enriched with hyperlinks text with your customers then?
