The taxonomy_get_children function should imo support getting the top level terms by accepting parameter $tid = 0.

Because a tid always belongs to a specific vid, the 2nd parameter is superfluous, UNLESS this function was meant to be handling the $tid = 0 case... Changes needed are very simple, except that the caching makes it a bit more difficult.
