On a site running a non-English language, there may be two fieldsets for the "Other" package on admin/build/modules. One contains all modules with an explicit "package = Other" in the .info file, and the other contains those without a package definition.

This is because the 'Other' string is passed through t() twice.

This bug exists in D6, but not in D7+.
